As to your question, I believe the answer that I can share with you is - Yes, to both.
First of all, 4D is predictable but you need to really put in the effort, time and patience into doing so. Number analysis is important & carefully keeping tab on their draw patterns is what you should do. I'm sure our good friend Cupin here can attest to this fact more since he's been doing it for quite some time now.
Secondly, you can put your luck on random picked numbers as well. For someone like me who has won a few times from random picked numbers, I can say that they do produce some luck - that is, if you are the lucky one on that day. But frankly speaking, this isn't something that I would count on everytime I buy a draw.
Having played 4D for numerous years, I'll be honest to say that I've lost more than I've won. To me, it's just a game - and it's not an addiction. I always have a limit, and that's what everyone should have too. Lets be honest, who doesn't want to strike the jackpot. It's not impossible - but again, it takes effort, time and patience to get the results.

Welcome to Cupin.Net. Look like jazz1011 has answer the questions. Based on my research, yes the number can be predicted. I'm like jazz1011, playing this game for a few years without any luck before. My favourite and lucky number always drawn with only different in 1 digit. Then I discover something after gather the data. Even the number is produced by a machine, it still operating by the system. System is created by human. As human, we always do some mistake. :)
Simply said, this game created by human like us to make we as a player a looser.
