When to buy them is the "tricky" part. Based on my own experience this is how I handle this tricky situation. 1. Definitely I will play them during my "lucky period" 2. I will study/observe the pattern/trend of numbers drawn frequently. If numbers drawn are closely linked to my personal numbers, this is an indication/signal to bet them. 3. All of us have this "instinct or sixth sense" at certain times,when we feel very confident that certain numbers will be drawn (maybe your own lucky numbers)then buy it.
